Pretty much, although it is quite nieve and simplistic to say that it is imply "corporations" that run everything. In fact, it is a select few corporate interests that run the entire government.

Many would say that corporate rule is actually inevitable in any democratic system (including and especially socialist democracy).

If you want to write about a world where people can't leave where they live without permission, check out as much as you can about life behind The Berlin Wall during the second half of the 20th Century. There's an amazing book called "The Berlin Wall," actually. Imagine you have a life in a city and one day you wake up and you're not allowed to go to the other half. Your friends and family (and in some cases wives and children) are now on the other side of fencing straddled with military forces that can and will shoot you with the attempt of an escape. This really happened, and I think a lot of people have forgotten about it.

As far as corporations running cities: Mr. Robot also got into some of this on USA this year.

Keep in mind, though, the a corporation in itself is technically a democratic institution. Apple sells millions of its shares to any investor willing to buy a share at that price. And owning a share entitles you to vote for the governing board of said company. Of course, whoever owns the most shares controls the company (and makes the most money). The people who would really pull the strings (as they do in real life) are the financiers who pull those strings. I'd read up as much as possible on Wall Street and trading to really get a sense of that mentality.

The best way for a corporation to maintain power is to make it seem like they do not have power. Keep the government as a figurehead or a proxy.
