    Actually I think it's supposed to mean that anywhere you burn down two Jays is by definition a party.

    I take it you don't like someone called Jay?

    Incidentally, I meant Jay as in Jay bird.

    I believe that the correct collective noun for a group of officers is a 'crowd' of officers.
