    If I can reason to the same conclusion as an author by myself, do I need to provide a citation?

    Are you using any of the information provided by that author in order to draw the same conclusion? Even if you aren't, if their conclusion was somewhat unique it would be best to at least give them credit for being the first to come to the conclusion, but then point out how your decision is different from theirs.
