    What would you say is my main characters job?

    He's mainly at the service of a mayor/governor/senator but often does work for the rich if the money is high enough. He investigates anything strange or bizarre but also secures shipping products and protects individuals for a price as well. So would he be a mercenary or a detective?

    Freelance Security Professional (or Consultant) is the term I believe such individuals use here in the real world.

    I think maybe we need a little more info on what he does for mayors, senators and roch people. What exactly he investigates and for who, what are shipping products? and what kind of people does he protect?

    For the rich he protects them and facilitates deals and other business transactions. He investigates just about anything from murder to underhanded dealing and embezzlement. He also ensures that products that are shipped arrive safely regardless of what the cargo is. He's like Ciel Phantomhive from Black Butler. The kind of people he protects are well just about anyone who can afford him.

    The phone book - either "Private Detective" or "Security Consultant". I think "Security Consultant" is your best bet.

    Neither of those two job titles fit.

    From your description I'd suggest wheeler dealer. It's an informal title so may not work for you. For a title on a business card, I agree that "consultant" fits.
