    SV Agreement

    I believe the verb choice below should be "are" because we have compound subjects. Correct?

    The excessive use of netspeak and low-quality posts is/are strongly discouraged.

    Nope. The subject of the sentence is use, a singular. (netspeak and low-quality posts) is subordinated into a propositional clause headed by of; thus, the main verb of the sentence would not answer to that portion at all.
