What's the procedure for a massive car crash with zero fatalities?

My thoughts:
My English is bad.
I discussed at the beginning the possibility that the police would close the survivors until the circumstances are clarified. But they corrected me that in America the police have much less power and it cannot close anyone.
Then I tried to ask if doctors could quarantine these people, until their full medical examination. But it seems that I was not understood.

 

Depends on how you want to go with it. If i were a villain trying to defeat her, my first step would be to discredit her. If you can show the public that she's not the best at what she did or even detrimental to others, it would be a crushing blow to her spirit so to speak. In that case, i'd have orchestrated the pileup myself and then released a nanite cloud into the area to heal everyone. The nanites could then be used later on for firther diabolical plans.
