I don't know if he did, the book, "How to craft a great story: How to master plot, structure and form in your creative writing" by Chris Sykes used it as an example and said it has been attributed to Hemingway. I can't confirm it though. It does seem weird that someone would write something so short if they're paid by the word. Wouldn't more words be better than less words? Especially if it makes a difference to your income?
According to the OP, it was directly taken from sixwordstories.net, but Hemingway's is probably the most famous and no doubt the inspiration for many existing six word themes, prompts and competitions.
