What one word would you use to describe a decision which was made with a clear goal at the end of it. For example, 'my decision to attend university was [blank]. ' In the context that the individual went as a means to an end, but a way of describing it which does not have negative connotations, i.e. in pursuit of a passion.
I don't know how much help this will be: "Concrete" as an adjective might work. Also I like the phrases "nailed down" and "set in stone". If you're trying for something more formal perhaps" established ".
Strategic is a plan with a long-term outcome. Tactical has a short-term outcome. I guess it's all a matter of perception. Is a degree short or long term? Depends on how those years drag on.
My decision to attend university was fortuitous. I'd originally considered it only as a means to an end--a waste of the time that I could have spent drinking with my friends at Charlie's. Of course, only an idiot would think such a thing, and no one would argue my skills in that category. Regardless, had I not gone, I never would have met...her. Fortuitous. Yes, that was the right word.
