I was wondering if there is any such word that exists to describe someone that is both charismatic and duplicit. It can be with or without malintent. The best example I can think of is the leaders of those pyramid or timeshare schemes that say all the right things at conferences in an attempt to steer your thoughts away from seeing the downsides to what they're selling. I feel like I'm always discovering these extremely niche words in the English language that perfectly describe someone or something, and I was hoping one existed for this sort of thing. So far I've come up with slick or sly, but I'm not entirely sure which one best fits the scenario or if there is a better word out there. Thanks!
Depending on the scene, mesmerizing or captivating may be suitable. Hypnotic may be good for some scenes and bewitched may be good as a verb. These may not be good choices for mundane or non-romantic scenes though.

Not sure if it got mentioned yet, but I might go with conniving. It implies an ability to influence with a negative connotation. Several of the above mentioned will do fine as well.
Charismatic. Most leaders or people who become elevated are charismatic people. And that doesn't mean they're positive people. Hitler, Mussollini, Lenin, Marx, all were charismatic leaders. Speaking words to sway nations while undermining the very fabric of society.
Of the suggestions so far, I think "seductive" comes closest to what the expressed intent seems to be. Possibly "magnetic"? "Captivating"? "Predatory"?
I feel like I would want to use the word artifice, though it's not really an adjective. I'd maybe say something like "He enticed the crowd through his artifice, so deftly wielded it appeared utterly sincere." Sometimes I think you need a combination of words instead of a single one to get more specific feelings across to readers.
I'd say narcissistic. Gauging from the many youtubes on this topic, our psychological understanding of narcissism is evolving in that it's increasingly moving away from meaning 'someone who loves looking at themselves in the mirror and posting pictures of themselves on Instagram' to meaning 'charismatic and duplicitous' - lying, deceiving, conning, with unctuousness quickly changing to aggression and rage if they don't get their way or if they get called out on what they are doing.
Without giving a more specific example or scene, or even responding to this thread indicating that the suggestions are acceptable, you'll probably get a wide range of suggestions. 'Snake oil salesman' closely matches your specific example, but it sounds like you want a much broader and neutral word or phrase.
