The articles I read said the killer had fashioned a working shotgun from a replica, which are apparently legal in Japan.
From some unfocused cell-phone pics, it looks definitely homemade. From the video footage, the shell looks like it was black powder, big white plume from both shots. Neither of those is legal in Japan. One area of possible confusion is that given Japan's nearly absolute ban on private gun ownership, it's perfectly legal to own hyperrealistic replicas like airsoft guns. No real guns, no problems, much like carrying a perfect replica of a phased plasma rifle in the 40 watt range would be in even Massachusetts or California.

A replica of what? The "shotgun" used was two lengths of pipe attached to a board with black electrical tape. He apparently used gunpowder obtained by disassembling fireworks, and had some sort of electrical firing mechanism powered by a radio-controlled car battery. I guess you could call that a shotgun ... but I wouldn't call it a shotgun.
