Are the leaves that color all the time, or only in the autumn? About how tall and wide is it? Does it have flowers? What color? When? Haven't seen it before in person, but I have some books that might help, given more information.
Your climate zone would be useful, too. The bark makes me think of a dogwood - maybe cornus alba 'Sibirica'? Is the plant in a native area, or a household garden, or?
I think dogwood too. An Autumnal dogwood. I have one in my garden with rather more leaves which - for the most part - are yet to redden. Then, I'm in super temperate Devon.
