    Is it ok to say, 'I register with writingforums', or should I only be restricted to 'I register at writingforums'.

    well, first of all, the present tense in that sentence makes little sense... if you used 'registered' or 'will register' instead, then either one would be grammatical, if not altogether accurate, since one doesn't really register with the site...

    one might register 'with' many different entities, however:

    Google register with

    and register 'at' many others:

    Google register at

    this shows you how you can check such things with a few seconds of googling...
