Why does it have to be Rome? It seems like you are wanting to create the landscape, the rules, how Women are treated. Why not create your own world, so you can create the rules to how they need to be? This would also allow you to get away with changing the rules to a lot of different things to make your story flow how you need it.

Actually ended with Francis the second in 1806. Also, Holy Roman Empire didn't have much to do with Rome, really, as it was central europe and most rulers were seated in Germany. To the OP: I suggest you go to the library and get a pile of history tomes and read through them. Your concepts and knowledge about medieval history seems very scattered and/or distorted. Research is good, and using this forum can't make up for it.
You could use ancient South America as a location. There are civilizations buried in the rain forests there that we know nothing whatsoever about, only the remains of what they built. Use that location, and you can have a Rome-like location, with temples, philosophers, and a culture that you like. Or, just create an alternative history novel...
