Okay. Context....

MC= Sparrow is watching, well, basically spying on government officials. She's reading their surface thoughts to find one that is unhappy with his lot in life. He's not happy with his position, he's not happy with Emperor (he's the ruler and a tyrant), he would be open to trying to overthrow the government (which is the plot of the book). She does find one, and follows him to find his home. I'm thinking she makes contact somehow, but perhaps not in this scene.

Ugh. A lot of my scenes that I still have to write are uncertain like that.

 

Why?
If you have a completed concept you are writing don't you know the ending? The concept is about trying to overthrow the government. Do they succeed? Do they fail? This is important to how those scenes are approached.
