How does someone become eligible to post?

I apologize in advance. I am new to this forum and my account was only activated less than a day ago but how does someone become eligible to post something? I am trying to post a short story for review in the "General Fiction" forum but I am being prompted by a message that says that I am not allowed to do this. I went through my activation e-mail and the general FAQ but i could find nothing in regards to this. I appreciate any response.

 

i was told you have to post 20 replies not including the two reviews you have to post before you can post your own work

 

20 replies, 2+ reviews for every piece you post and 14 active days on the forums.
