It's is, not are - for me - because though there is a possible logical plural being created, more is still a singular collective for me, and as an American I do not recognize the pluralizing of collectives. Thus, for me: (singular) + or + (singular collective) = singular verb agreement. Important to note that it would be different if it were and rather than or.
