Those are jeans. The shirt I would call a tank or tank top, but I'll leave it to the women and more fashion knowledge members of this forum to give a better description. I thought it had a floral pattern at first but can't tell really.
Actually after a quick Google, the shirt is probably closer to a 'crop top' rather than a tank top but even that may not be the best description which is why I should have refrained from replying to this thread.
You need to be more specific about who in the picture you are referring to. The woman in the foreground isn't wearing a dress. There is a woman in the background that is wearing a green dress that definitely works for her. But that exhausts my fashion knowledge.
I think he's using the word dress in the more generic sense, like 'how she's dressed'. Or as a replacement for 'her attire'. Keep in mind, English is his second language. And yeah, I don't have enough knowledge of women's fashions to say what the heck kind of top that is!
