Looks like the top of a stairwell to me. Behind the panelled bannister, there could be a dais, or a pulpit, or a soapbox. A thesaurus would give you alternative versions of these words and you might find a fit for your scene.
The flat part at the top of the stairs is called the landing, and the railing is called the balustrade. To describe what you want I would say something like 'on the landing by/looking over the balustrade'.

Speaking as an architect (which I am), I would call that the upper landing. If you are asking about the railing part -- as has already been mentioned, that's the balustrade.
