It's "under" the bridge. If water is flowing over the bridge, you have a serious problem with your bridge*. *Unless it's an aqueduct.
the NVA used to build underwater bridges along the ho chi minh trail to try and hide them from American bombers... reading this thread i sort of visualise two Vietnamese regarding one of these constructions and saying "remember when the Americans used to bomb us... oh shh there's been lots of water over the bridge since then"
