Maybe whuffling is the sound of billowing. If you shake a bedsheet outdoors in such a way that it billows in front of you, it makes a whuffling sound.
Whuffling is the sound, but it sounds like a funny word. I think to encapture the tone and feeling of a powerful fire I'd avoid using whuffling.
