How would you describe this voice?

Specifically the, "I have eyes everywhere." (But also the tenor of the other lines).

    Also the laugh.

I am having a lot of trouble describing how his voice sounds. "Throaty, masculine, menacing" is pretty much the best I can do after a lot of thinking, but I'm sure someone has some other ideas?

Throaty is good. I'd call it low and a bit raspy, as well. Maybe gravelly.

"Throaty, Ancient, Malevolent." That's the way I'd describe it at least. Hope that helps.

So, apart from badly acted and hammy, you mean?

How about Brian Blessed with a sore throat?

    A demented Dalek?

Someone with a throat full of Castrol GTX?
