I use them in dialogue and out of it. Sometimes I try and correct dialogue to read so that it has a certain cadence. I find that this works great sometimes and terribly other times. Semicolons are rarer than other punctuation in dialogue (except exclamation points, I rarely use them) but it serves its purpose.

“A guy named Suit, his place is on Nayle Street.”

In a sentence like this should a semi-colon be used or a period?

I'm more used to using it with something like this.

"Hurry up; we have to get out of here now!"

I think a comma is fine in your example as I don't believe A guy named Suit is an independent clause. In your second example, I would use a comma as well.
