Torn between 2 names for new male character

So I've created a new male character named Kenny and I'm torn between 2 last names to give him.

I usually base names and their sounds off of what type/impression I want the reader to have. Kenny is very 80s. The two hard c sounds of alliteration make him sound like a failed comic. And Kenny Harper sounds like the boy in school who campaigns the hardest and his his own button maker.

Why did you choose those two names? What meaning do they have for the character? Without knowing anything about your story it is almost impossible to decide.

Although Cleveland is the name of a city, Harper is quite a common name employed in products, magazines, companies, etc., so I am inclined to prefer Cleveland.
