Your poll asks if Theo should kill his brother's murderer so "he can move on" but here you are saying so "he can make a world where humans and non-humans can live in harmony." With the first - "so he can move on" - you'd have to have a good look at Theo's character and determine how his committing a revenge killing would help him move on. With the second - "making a world of harmony" - it might be more difficult to show how a revenge killing can accomplish this. It might be possible if the man who is killed has some outsized influence in the world. How does his death change things?
I think it's like a case with kitara from ATLA where he is way too emotionally unstable after knowing the truth about his brother death. His entire motivation is to become a good villain and create a world where human and non human can live in harmony and he think if he kill that racist man, he will stop his organization and therefore stop the racism. So yeah, he made this decision in a heat of anger and despair
I think your challenge may be to reconcile these two goals, which on the surface seem to be contradictory
Because the latter goal is originally his brother goal so he take it as his own now. Coming from a world where villains are dominant and his weakness viewed as disgrace so he can only keep chasing the empty dream since that's the only thing he knows, becoming a villain, to prove his family and his world, he can do it, so yeah it comes off as contradictory
If he wants to avenge the brother, yes. Murdering a racist for the good of the overall society, no. And while i see, i know, i get it, the entertainment industry is seeing the pendulum swing the other way rn in terms of stories trying to deliver "the message" to its readers. But, i think, you've got all the motivation you need in the brother-death thing.

Well, HOW is he going to create harmony between humans and non-humans? And also, how is 1 guy dying going to help that? Sure, he can totally kill that one guy, then work on his goals. But I am curious HOW he's going to achieve them.
The thing is... he doesn't know, he act very impulsively and the despair of losing his brother causing him to do revenge murder out of anger. In his mind, if he killed that guy, it will stop his racist group
