I clearly don't get out enough. For years I've been pining for a stand alone mail merge utility, hunting in vain, asking without answer for advice - and it's been there in plain sight all along. Affinity Publisher, still half off at $25, one-time. It will do mail merges, along with much else. If anyone would like details, I can supply them. It's easy-easy-easy. Any word processor to Affinity is just a few seconds, including fix-ups in Affinity. Locating and adding the merge fields also takes only seconds, if you're systematic. If you like a word processor that can't do mail merge, like Apple Pages, this is the answer. Power. At my next mail-merge, Congress shall quake before my wordy wrath. And ignore me. I think that's their job.
