    Even 14 years after being written, this outline is a grand tool for anyone building a new world or reinforcing an old one.

    The comprehensive list written in 2007 is a very good high-level starting point. Many of these items in the lists provide some clarification in terms of sub-items enclosed in parenthesis. If I used this list, I would copy it into a spreadsheet, insert rows, and add questions to answer about each item. As @PaperandPencil mentioned, Technology is only a single word. This could be subdivided easily into dozens of sub-items. E.g. Does the world harness, create, and use electricity? Does world have gasoline combustion? Steam? Does medical services include instruments for measuring vital signs?
