    Accessing police files

    My MC is looking into his sister's murder, two days after it happened. She was assassinated while giving a keynote about artificial intelligence. The killer was apprehended immediately and killed herself during the investigation. The investigation was closed the next day since she was a drug user who was affiliated with some violent anti-tech groups. My question is, who and how can someone get access to a closed murder case file?

    Admittedly I'm speaking from a UK Police POV but:

    1. The investigation wouldn't be closed the next day. Scaled back maybe, but an investigation would still be carried out: CCTV, witness statements, post mortem, forensics, etc, would be gathered and a file prepared.

    There would also be an investigation into how a murder suspect was able to commit suicide in custody.

    2. The only people who would get access to the file two days after the murder would be Police and only the Police investigating this case. Computer systems are monitored and if an Officer is caught accessing a case he is not involved with, it would be a serious breach of data privacy laws and would lead to disciplinary action and possible dismissal.
