Chinese and Koreans aren’t Japanese either but they make manga aka manhua aka manhwa. AKA comics because that’s really what manga means. No one begrudges the Japanese using a Chinese word for their comics because sane people understand that cultures borrow from each other all the time: The thing is the range of styles and subjects in manga is so vast that it’s impossible to define an essence for it.
and Americans make manga-influenced comics as well. The question is whether those comics ought to be considered as manga in the same sense that comics from Japan are. From what I've seen, manga is explicitly defined as a genre of Japanese comic. You can make corn liquor from 51% corn and age it in charred oak barrels, but it's not bourbon if it's not from the US.
But that's exactly it. You don't call what Marvel or DC publish "manga", and you don't call Japanese comics "manhua", at least not in English and not in Japanese. It may be the case in Chinese, I don't know. Those are two distinct genres of their own, just like how "bande dessinée" denotes a particular genre of French-Belgian comics.
That's why that guy was so weird. This site's not exactly monolithic. We don't have one common opinion, but he seemed convinced otherwise. My belief is that anyone can write anything. If you want to talk about authenticity, because manga/anime is inarguably Japanese, then that's another issue. It still doesn't mean you can't do it and do it well. You can bend it to your purposes.

Maybe something like that could happen here. You get so caught up in a decade's old argument, that when you look up it's 2013. Just think, you could relive 2020. Maybe that could be a story plot? You travel to Wuhan to stop the virus, and unwittingly release it. You were patient zero. Wait, there's a plot hole. It would have been released in 2013. Covid-13. Never mind.
