No. It isn't like that at all. It's not an option not to ask. If you're a reporter, it is your job to come back with the story for the people who were not there to see it for themselves. It's not just about the person saying "no comment." There's a story in what's happening in the setting, the demeanor of the person, the demeanor of the people around him/her, the number of the people in the crowd...Lots of ways to deliver that story. Been there, done that in college and for my local newspaper. It's a skill I brought to my other non-fiction writing. If the person is not used to dealing with the press and you ask the question in ten different ways, you often do get some sort of answer, even if it is not a complete answer. Sometimes they'll even tell you everything you want to know. I've often been surprised at how much people told me, even when they weren't supposed to, because people either want to be the one to tell the story, or they want to be helpful. I was never the typically-portrayed aggressive reporter. I was always polite (except when it came to shoving my way down front of the other reporters, because I'm short), but I almost always got the story. ETA: Sometimes I even got lucky and they'd call me about a different story later, or I could rely on them as a source later, because I had a reputation for not twisting their words.
