depnds on what you're writing... in journalism/academic/scientific/technical writing, being a stickler for the rules is necessary... but in fiction, the writer has a lot more leeway in such matters... though the new/unknown writer will be much less likely to be indulged, than an established 'name' with a good sales record... comma usage is one of the most common areas where author style can trump the rules 'n regs...
