depends what you consider a story board
i do rough sketches on paper as that is easier for me
you could scan them and email for collaboration

here are several programs that can do it

    and yet more programs

plain old powerpoint could do it
    word+paint could do it

i suspect that scriptwriting programs now have storyboard capability too
    https://www.celtx.com/index.html seems to include storyboards
final draft uses another program to do story boards
movie magic exports to view story boards (presume you also use another program for them)

    and from Quora
What software do professionals use for making storyboards?
Depending on how you define “professionals,” I believe that I can give a practical answer. I speak for many folks in video production and independent film when I recommend using pencil and paper instead of software.

All that’s really required for a good storyboard is a shot list, a rough sketch of each shot, and instructions for camera operations (e.g. pan, tilt, and zoom). Stick figures and simple shapes are adequate for storyboard drawings. In my digital media classes, we always used pencil and paper for making storyboards, as we did for our brainstorming, thumbnails, and sketches for graphic designs.
