Humans and Werewolves living together

In my Asylum memoirs, anomalous canid species are protected from being hunted and destroyed by humans. They lose their right to exist, however, if they kill anyone under the Founder's protection, or turn anyone under his protection against their will. Basicaly, most everyone who moves to Asylum does so to escape some some form of official persecution: but they must agree to being potential prey items, or they'll have to take their chances outside Asylum. Humans are allowed to kill ultracryptids in self-defense, but only rule-breaking monsters are to be hunted and destroyed; revenge-killing is generally not permitted by the Founder.

I can see a set of complex laws being crafted to force humans and werewolves to coexist in Western society. Perhaps to keep the prison and homelessness populations low: inmates and homeless people are taken and given to werewolves as food, or to be hunted for sport or something. Humans will do despicable things to each other when making deals with devils, or in this case, monsters.
