Apparently, the incident was caused by bottlenecks after two roads in the area were closed because of a visit by a member of the Saudi royal family who wanted to throw stones at the three pillars that represent the devil.

The Saudi health minister Khaled al-Falih said that worshipers had failed to obey instructions. He added that the stampede was 'God's will'.

This is not the first time deaths have occurred at a religious festival. It's difficult to imagine such events as being, in any way, 'blessed'.
