In Osaka we got about an inch of snow eight years ago. It stuck on the sidewalks but not the roads, which merely had a bit of slush. The taxis ran tire chains and the bus service was canceled for the day.

I may have experienced that (or at least, that period). I was in Osaka around that time, and got on a train heading east to Kyoto. When I left Osaka, it was cold and cloudy, but there was no snow. The train went through a tunnel, emerged on the other side of the mountains to a winter wonderland. White as far as the eye could see. It was like emerging from the wardrobe into Narnia. Later the same day, I tried to visit the battlefield of Sekigahara. I got as far as the car park of Sekigahara. No freaking chance - couldn't even make it out of the station to the main road. Three foot mounds of snow by the side of the train tracks (but the trains were only delayed by half an hour). Gave up and went to Hikone instead, which was also snowy, but at least the roads were clear and I could walk on them without falling over and breaking my neck.
