You know how, for holidays and festivities, cities and towns will hang holiday themed shaped lights from light posts? What do you call those lights?
i've seen them for all holidays... shamrocks for st. patricks... hearts for valentines, star bursts for 4th of july, snowmen and/or bells for christmas
My city also only does it for Christmas. They don't really seem to have a name. I see you can't just call them Christmas lights on Valentines, though. If you say LED/illuminated streetlight decorations/displays most people should know what you mean.
I'd call it decorative tube lighting if no official term exists. Have you tried checking Amazon? It might direct you to a vendor who specializes in it, then if you check the vendor's website you might see how it's categorized on their end.
Closest thing I could find was simply 'LED Pole Banner': https://thechristmaspalace.com/products/6x2-led-stars-pole-banner I'd try and come up with some combination of pole banner and decorative light. I thought the name would have something to do with scrollwork but that might only apply to specific lights since they can be all kinds of shapes. I'd probably try and find a way of describing it through the narrative, maybe something like: "I now found myself lost, as the council had approved holiday lights for the entire city limits. The pole signs I would normally use to orient myself had been covered by LED shooting stars and candy canes, so all tourists would have no idea where they were, but could be certain of the season."
