Kind of (b). You can make normal posts such as in General Writing and Publishing whenever you want and however often you'd like, but if you want some of your writing critiqued then before posting it in the Writing Workshop, you first need to write two constructive (meaning not "I hated this and I will not explain why") critiques of other members' work. If then you want to post another piece of your work, then you must write another two constructive critiques. Hopefully I've made this clear enough.
First, in case you didn't know, it only applies to threads in the Writing Workshop sub-forums, and the "post" refers to work you want others to critique, not all posts in the forum. From the rules: Not that Thomas had anything wrong.
