I haven't worked on anything too long yet. I'm aware of the kind of discipline you need to have to task something like a novel and I don't believe I have it just yet. I might try a novella, but even writing random prose is struck with procrastination and distractions.
It's a multitude of things for me. 1: too much planning 2: not enough planning 3: lack of faith in the project. With other big projects, I've learned that just not thinking about it and simply working is the best move. For some reason I have trouble applying that to wordwork.
Off the top of my head (this depends a lot on context: for instance I currently6 have many projects I want to write and little time to write them, so I probably have to be more ruthless than a lot of other authors): 1) it's less interesting than another of my projects 2) it's less developed than another of my projects 3) it seems difficult to add or remove material for the be story to be of appropriate length 4) it has potential problems with being too cliché, referential, niche, sexual, violent, taboo or with copyright 5) it's too similar to an already existing story (mine or someone else's) 6) I think someone else would do the story more justice than I would 7) it needs context of people knowing who I am, having read another one of my stories (which may or may not have been publiched or even written yet) or whatever 8) I already have a project with which I'm past the planning stage
