For a "boring" name, go with something on the top 10 popularity list, like Megan/Ashley/Nicole/Sarah/etc. Or something flat and one-syllable like Ann, Paige, Jen, etc. It's important to keep in mind popularity name lists for the time when the character was born. A boring name would be popular, since it would be stale and commonplace. But for a cringeworthy name (like, "omg you poor thing, your mom named you THAT?") try using a horribly outdated name that also sounds ugly, like Prudence.
I like Prudence. Plus, I don't know how outdated it is. It's popularity has been on the rise in recent years, after dipping down in the late 1960s or 70s. I wouldn't call it common, though: Another site showed it up +277 points in 2016, as compared to 2015, using whatever ranking system they use
Jane, Ann, Sue, Emily, Lauren, Betty... names that are very old and short, or very popular. Did you ever have any girl's names in your school that had multiples? I had Laurens, Kaitlyns, Elizabeths... names that are very common like that can be boring.
Okay, I'm going to say it; THE BORINGNESS OF NAMES IS SUBJECTIVE!!! There, I ruined your thread for you. Really though, most of this is flat sounds, simplicity and commonality which are generally reliable to make something more boring but as you can see there's also plenty of diversity. Especially with life-based associations impacting subconscious notions about the names.
Charlotte is for sure the most boring name Charlotte is so boring. When I hear 'boring name' I think 'Charlotte?'. Charlotte is so boring. I can't think of a name more boring than Charlotte. I find current faddy names boring. Cutesy names that people choose because boring celebrities have them. Urgh. Otherwise, I'm not really bothered.

In one of Terry Pratchett's books, there were a number of side characters called "the interchangeable Emmas". As the name suggests, they could be exchanged for one another and you wouldn't really notice. I actually quite like Emma as a name (having known one or two in my time...) but it's a very vanilla name.
Anything uber-trendy, either in recent baby names or fiction. I honestly think the most boring names in books are the prettiest, but most ridiculous (Anastasia Steele and Christian Grey, anyone?) To me, the most boring names possible in a novel are any that sound like a young teenager made them up for fan fic.
Jane is the iconic generic female name, as in "Jane Doe." But it really doesn't matter, it's whatever name your character thinks is the most forgettable name. That might be regional in nature, or it may be the most repeated name in her school classes growing up. And that will be influenced by names most popular in the year she was born.

Maybe Jennifer. It's not just that I dislike it I also find the short versions boring. mary ann megan kate emma I like those names they are just so common. Interesting names can also be spelled differently like Amy. There are about four ways to spell it depending on the country.
