Well, I can tell you who *weren't* barbarians. The inhabitants of the Barbary states. They were berbers, and pirates, not barbarians. Different character class.
That is common among cultures, though the Romans were more tolerant of conquered cultures, and Romanized the conquered peoples over generational time frames. You could look at some of the middle eastern cultures for their interpretation of honor, or Asian cultures for the concept of shame. These and similar aspects of cultures give you fertile ground for developing your Barbarians.

While "berber" has the same etymological origin. I've recently heard it used with the same derogatory tone I imagine the Greeks used "barbaros." But I know the person who said it, and most things that come out of her mouth sound derogatory. She complimented me on something once and I really started questioning my qualities.
